As long as you have a wifi+cellular iPad with iOS 9 it will. In airplane mode since about iOS 8.2 or 8.3, all transmitting radios are powered off but the GPS receiver seems to work just fine (I use it with city maps to go and Motion GPS). A wifi only iPad however does not have a GPS receiver and thus location services is wholly disabled in airplane mode. The radio in the GPS system on cellular models is a receiver-only system - it transmits nothing at all.
Position fixes in airplane mode will typically be slower as there's no cell tower nor wifi assist to the GPS system. And obviously any map app that streams map imagery data will not work as the map app needs access to the map display data over the Internet. Standalone Nav apps or those taht allow map caching before you loose connection will work. Like I mentioned, I've used CityMaps2Go with airplane mode on with my iPad Air 2 wifi+cellular model and it tracks just fine. i just have to make sure I've already downloaded the right map beforehand.
thank you. I verified this by selecting airplane mode and looked at my Google Maps and it showed my location correctly.
