One-time pemanent transfer and iPad sell

Hi, I want to buy an iPad from the person who bought the device from another person, so I'll be the third user for this iPad. I read the iOS Software License Agreement and there I found the 3 point:

This phrase bothers me "make a one-time permanent transfer". Did it means that you can sell an iPad only one time or it doesn't matter? Is it be legal to buy an iPad as third user for the devise?

1. That’s per person, not per device; after someone sells a specific iPad, unless they later buy it back, it’s no longer theirs to sell. The purchaser is free to sell it again.

The original owner is who has the ability (as far as it goes) in such a matter; so

even if the opportunity to transfer those apps to the second owner was not done

there would be no practical expectation that opportunity should be available to

yet another owner, removed twice from the original offer.

In other support discussions, this issue had been addressed; some of those were

older topics and the ability was discounted. Perhaps they pre-dated this option;

yet still realistically the feature would have expired if not offered to a second owner.

You may be able to contact iTunes Support directly, to ask if the apps would still be

available to you, but the trail is rather cold; most unlikely to be fresh enough to follow.

Usually an iDevice is prepared for re-sale, such as the path described here:

However since you've not contacted Apple in an official capacity here in these threads

your best bet is to ask for clarification should you have reason to expect an exemption.

To my knowledge it does not matter and yes it is legal however I would urge you to check if the iPad has iCloud Activation Lock. Many people buy a used iPad or iPhone to later find out that they cannot use it as it is locked. Please check this article for details:
